PREAMBLE / STATEMENT OF PURPOSE
In the [STATE / COUNTY / CITY] of [__________], most citizens do not know how many voters it takes to remove an official or pass a law themselves. This is not accidental β itβs systemic. By hiding these thresholds, governments suppress participation and protect themselves from accountability.
We, the citizens, believe power must be quantified and published. We demand our civic tools β recall and initiative β be as visible as election dates or population counts. This bill creates a standardized #WE10 Civic Quorum Line Item and formally requests its inclusion in all Census formats going forward.

SECTION 1 β PURPOSE & SCOPE

SECTION 5 β LOCAL FORMULA FLUIDITY
This act does not alter local quorum formulas. Instead, it reflects them based on the most current law in each jurisdiction, including:

This act shall take effect upon passage. Local governments are required to update their records within 180 days.
